RAD Preapplication Planning

Before HADCO can submit its application to convert public housing to project-based Section 8 vouchers, it must complete the following steps and document each step to support the application.

This information was taken from HUD’s RAD Notice Revision 4, as amended, by Supplemental 4C published on January 15, 2025.

  1. Amend the housing authority’s Annual Plan to include HADCO’s intent to pursue conversion. Since this was a significant amendment to the Annual Plan, the changes were posted for a 45-day public comment period. After the comment period, the comments and responses must be provided to the HADCO Board of Commissioners for a decision on whether to amend the Annual Plan. — The original 2025 Annual Plan included HADCO’s intent to pursue conversion under a different program (Streamlined Voluntary Conversion), which is no longer offered by HUD. The Annual Plan had to be amended to reflect that HADCO will pursue conversion under a RAD/Section 18 blend. The public comment period was open from March 10, 2025, and ended on May 6, 2025. A public hearing was held at the May 29, 2025, HADCO Board of Commissioners meeting to review all public comments received, including any public comments provided at the hearing, before the Board voted on the amendment. The resolution to adopt the changes was passed. 
  2. Provide written notification of HADCO’s intent to pursue a conversion in the form of a Resident Information Notice to residents of project(s) proposed for conversion. This notice informs the residents of their rights in connection with a proposed conversion, including a description of the plans that will be discussed at resident meetings and means for contacting HUD. — This notice was sent on April 11, 2025.
  3. Provide written notification of Uniform Relocation Policies in the form of a General Information Notice, sent simultaneously with the Resident Information Notice, if HADCO believes there may be relocation requirements (temporary or permanent) as part of the conversion. This notice must be delivered by Certified, Return Receipt Requested US mail. — While HADCO does not anticipate the need for any relocation as part of the conversion to Section 8, this notice was sent on April 11, 2025, in case any units require unforeseen, significant rehabilitation prior to conversion.
  4. Conduct at least two meetings with residents of the project(s) proposed for conversion no less than one week following issuance of the Resident Information Notice and within six months prior to submission of the application. At the meetings, HADCO must discuss conversion plans and provide opportunities for comment. Discussion at the meetings must include a description of resident rights and a description of HADCO’s preliminary conversion plans. — Four meetings (two in Roseburg and two in Reedsport) were held between April 25, 2025, and May 19, 2025. RAD Application Packet

Once the steps above are completed, HADCO will submit its RAD conversion application to HUD. The RAD application must include all the following information and documents. HADCO intends to submit its application by June 30, 2025. After the application is submitted, a copy of the full application packet will be posted on the RAD Documents and Facts Sheets page with a link provided here.

  1. The RAD application form and all supporting documentation listed on the application.
  2. Certification that the Resident Information Notice (and General Information notice, if applicable) and notice of the tenant meetings have been provided to all residents.
  3. A summary of meeting attendees and participation by residents, HADCO staff, and other attendees.
  4. A description of HADCO’s efforts to promote tenant participation in meetings, including dates and times of meetings to accommodate a variety of schedules, efforts to accommodate residents with disabilities or Limited English Proficiency, the format of meetings (in-person, electronic, or both), location of in-person meetings, and other relevant efforts as HADCO deems appropriate.
  5. Meeting agendas and copies of any handouts or presentation materials.
  6. A summary of questions and comments asked in the meeting or submitted by residents to HADCO and responses provided to the residents by HADCO.
  7. Identification of how residents who were unable to attend meetings are able to access materials or submit questions or comments.
  8. Identification of materials that were shared with residents to communicate resident protections.
  9. Certification of Board Approval which must be signed by the authorized representative of HADCO.
  10. Confirmation that HADCO will administer the project-based vouchers at the former public housing properties.
