About RAD (Rental Assistance Demonstration) Conversion

RAD is a tool developed by the US Department of Housing and Urban Development (HUD) to address living conditions in public housing properties. RAD gives public housing authorities (PHAs, like HADCO) a powerful tool to preserve and improve public housing properties and address the huge nationwide backlog of deferred maintenance, sometimes referred to as capital needs. Through a RAD conversion, the public housing properties “convert” into a Section 8 subsidy that is tied to the property (project-based).

Through RAD, PHAs can access additional sources of funding to maintain, repair, and/or replace public housing properties. After a RAD conversion, the federal government continues to provide rental assistance through a Section 8 contract and ensures the property remains permanently affordable; residents continue to benefit from the same rights and protections that they had under the public housing program.

RAD/Section 18 Conversions

HADCO’s application to convert public housing to project-based Section 8 assistance will be a RAD/Section 18 blend. The blended option allows HADCO to generate more funding for the former public housing properties to pay for future construction or rehabilitation. All residents who are residing in a public housing unit when the program converts to Section 8 have the same rights and protections as if HADCO was applying under RAD only.
