Everyone here (all public housing participants) will become Section 8 participants at conversion. The Section 8 guidelines will apply to former public housing tenants after conversion is completed.

HADCO does have an active RAB. The RAB was consulted about the different conversion options and they provided their input on the change to the annual plan (which included the new conversion option) before it was opened for public comment. HADCO participants are welcome to join RAB meetings either in person or virtually. The RAB meets monthly on the third Thursday of the month from 11 AM to 12 PM (click here to see the calendar). Tenants are also welcome to contact the RAB directly with their questions or concerns by emailing hadcorab@hadcor.org.
No one will be permitted to smoke in their former public housing units, which will be owned and managed by HADCO. Growing and/or using marijuana is prohibited in any federally funded housing program, including Section 8.
The waiting lists for Public Housing units vary depending on the size of unit needed and the location.
Because the family is given a ‘utility allowance’ for resident-paid utilities, it’s important that HADCO knows who is responsible for which utilities. If the renter or landlord wants to change what is stated on the lease, please contact the Section 8 Representative assigned to the renter.
The Housing Authority is a non-profit agency established in 1944 to provide affordable housing in Douglas County, Oregon. We provide rental assistance to low-income families who qualify for our program. Initially, we make sure that families who apply for rental assistance meet the HUD eligibility criteria. This includes meeting income limits and program requirements. The Housing Authority monitors participants’ compliance with program requirements for the duration of their participation.
