eBike Safety Insurance Liability

Riders are not required by law to wear a helmet. HADCO urges riders to always wear a properly fitting helmet while operating an eBike. The Perfectly Fitted Helmet document at the bottom of this page was created by ODOT.

At this time, HADCO does not have a program to provide helmets at a reduced cost. We recommend checking with the Roseburg Fire Department, Police Department, or UCAN about programs they may have available.

The eBike may be taken on paved bike paths throughout the city. The eBike may not be taken by vehicle to another location or used on off-road bike trails.

No, bicycles, including eBikes, are not allowed by law to ride on the freeway. According to Oregon Vehicle Code, an eBike is considered a bicycle, rather than a motor vehicle, except where otherwise specifically provided by statute.

Oregon law and HADCO eBike program policy prohibits more than one person from riding an eBike at a time.

HADCO does not provide insurance for loss, theft, or damage. If a HADCO eBike is lost, stolen, or damaged while you have it checked out, you may be liable for the cost of the repair or replacement.

HADCO does not provide insurance of any kind including but not limited to: property damage, liability, personal injury, injury to others, damages, penalties, fines, losses, and/or expenses of any kind whatsoever. HADCO recommends that eBike Lending Library Program participants purchase their own insurance policy to provide appropriate coverage when using a HADCO eBike.

Yes, the Oregon Vehicle Code prohibits the operation of an eBike while under the influence.

HADCO eBike users are responsible for all personal belongings during their ride. HADCO does not accept any responsibility for lost or stolen user items. HADCO encourages users to report missing personal property to Roseburg Police Department.

No, eBike riders are expected to follow all HADCO policies and Oregon rules of the road while using an eBike.
