Limited English Proficiency (LEP)

There are many individuals in the United States for whom English is not their primary language. If these individuals have a limited ability to read, write, speak, or understand English, they have limited English proficiency (LEP). When there is a language barrier, individuals and families who may be qualified for HADCO programs won’t have the same access to important benefits or services, may not fully understand and exercise important rights, comply with applicable responsibilities, or understand other information related to HADCO programs and activities.

HADCO has a responsibility to ensure that LEP individuals and families are not discriminated against and have meaningful and equitable access to and participation in HADCO’s programs and services. To do this, HADCO provides free language services to LEP persons who want information about or want to participate in its housing options. Language services can include translation or interpretation conducted by qualified bilingual HADCO staff able to provide thorough, accurate information; third-party translation of vital documents completed by staff certified in translation and reviewed for accuracy; or using an over-the-phone or video interpreter.
