Updated Security Deposits for Public Housing

At their May 29, 2025, HADCO Board of Commissioners meeting, the HADCO Commissioners voted to increase the security deposit amounts for each unit size (based on the number of bedrooms in the unit). Importantly, this change does not affect current public housing participants. The new security deposit amounts will only apply to new admissions to public housing after May 29, 2025.

The previous security deposits amounts hadn’t been updated in several years. Additionally, the average security deposit paid by a family was well below the average delinquency families have when they move out from unpaid rent and tenant-caused damage charges. The new security deposit amounts are based on 80% of HUD’s 2025 Fair Market Rents for Douglas County, Oregon.

100% of the security deposit must be paid in full at move-in unless the family can show financial hardship and is approved for a payment agreement. If approved for a payment agreement, the family must pay at least 50% of the security deposit at move-in and pay the remaining balance within three months. Before requesting a financial hardship payment agreement for their security deposit, HADCO encourages families who are experiencing financial hardship to explore security deposit assistance available from community service organizations, like United Community Action Network (UCAN).

New Security Deposit Amounts:

  • 1 bedroom unit: $700.00
  • 2 bedroom unit: $900.00
  • 3 bedroom unit: $1,100.00
  • 4 bedroom unit: $1,500.00
