Who is eligible to check out an eBike?
All adult (18+) household members living in public housing or who have a Section 8 housing voucher may sign up for the eBike Lending Library. Residents who have signed up for the program must remain in good standing with their lease agreement to check out an eBike.
How old do you have to be to ride an eBike?
Oregon law requires eBike riders to be at least 16 years of age to operate on public streets. HADCO requires eBike rides to be at least 18 years of age for insurance and liability purposes.
Do I need internet access or a mobile phone to register or check out an eBike?
Residents can register for the program online or by filling out a paper form at either the HADCO Admin office or the Vine Street Apartments office.
We prefer residents to use the online eBike reservation form to check out an eBike. However, residents who don’t have access to the internet or a mobile phone may call the HADCO office to reserve an eBike.
Do I need a credit card to register or check out an eBike?
No, credit or debit cards are not required to sign up for the program or to check out an eBike. There are no fees to check out an eBike. However, in the case of loss or damage to a HADCO eBike, the resident who had it at the time of the loss or damage may be charged for the repair or replacement.
How much does it cost to check out an eBike?
The HADCO eBike Lending Library does not charge a fee for residents to check out an eBike. Participants could be charged for eBike damage or loss. Please review the Rental Agreement and Liability Waiver for additional information.
Are there any fees I should be aware of?
The HADCO eBike Lending Library Rental Agreement and Liability Waiver outlines when HADCO may charge a participant a fee. Fees include but are not limited to pickup fees, abandoned eBike fees, lost or stolen bike lock and/or key replacement fees, damaged eBike fees, and lost or stolen eBike fees.
In addition, if HADCO must pay traffic tickets, impound fees, fines, and/or charges due to the resident’s negligence or violation of applicable laws, HADCO will charge the resident for the amount it paid on the resident’s behalf plus a reasonable administrative fee. If HADCO hires a third party to collect charges assessed to the resident, the resident will also be required to pay for all costs and collection fees for the third party in addition to the initial charges and administrative fee.
How do I sign up for the HADCO eBike Lending Library program?
Residents who want to sign up for the eBike Lending Library must complete a sign-up form, agree to the program policies, and sign a liability waiver. These forms may be filled out online or at the HADCO office. Once the forms are complete, the resident will be scheduled for the mandatory safety and eBike use orientation.
Do I have to get a special license to check out an eBike?
No, Oregon Vehicle Code does not require a license to operate an eBike.
Do I need to have proof of insurance or registration while I'm riding an eBike?
No, Oregon Vehicle Code does not require insurance to ride an eBike. However, HADCO strongly recommends that program participants purchase an insurance policy which will cover their use of a HADCO eBike. Please refer to the Liability section of the program FAQs for additional information.
Why isn't the HADCO eBike Lending Library available in my area (or at my building)?
Currently, the HADCO eBike Lending Library is a pilot program to determine if access to eBikes is beneficial to HADCO residents without placing excessive burden or liability on the housing program. If the pilot program is successful, HADCO will seek additional grant funding to expand the program and make eBikes available to more residents. Residents are encouraged to let us know if they’re interested in having the eBike program in their area.
