What is the HADCO eBike Lending Library?

The HADCO eBike Lending Library provides electric bicycles for HADCO residents to check out at no cost. Residents may use these bikes to run errands, participate in local recreation, or as a general means of transportation.

How does the HADCO eBike Lending Library work?

Residents who are interested in using the Lending Library agree to the program policies and sign a liability waiver. Then, before their first ride, residents attend a safety and eBike operation training. Once the agreements and training have been completed, residents will sign up for time blocks of up to three hours to use the eBike. Residents will go to their local HADCO office to pick up and return their borrowed eBike.

Where are the HADCO eBike Lending Library stations located?

The HADCO eBike stations are located at the HADCO main office on Stanton and the Vine Street Apartments office.

What are the hours of operation for the HADCO eBike Lending Library?

The eBike Lending Library locations are open during normal business hours. Library locations are closed on weekends, holidays, special office closures (like staff training days), and for extreme weather (examples: freezing temperatures, snow, electrical storms, heavy rain, and excessive heat).

What is an eBike?

An eBike is a specialty bicycle with an electric motor. The electric motor gives the eBike extra acceleration as the user pedals. eBikes make it easier to ride longer distances and up steep hills than a traditional bicycle.

I love the eBike experience and want to purchase one. Does HADCO offer any discounts on eBike purchases?

HADCO does not offer purchase incentives at this time. However, proposed legislation in Oregon would offer financial incentives for Oregon residents to purchase electrified vehicles. We will provide additional information about this program as it's released.

How is the HADCO eBike Lending Library program funded?

The initial pilot of the HADCO eBike library is funded by a Transportation Options micro-grant from the Oregon Department of Transportation (ODOT). Additionally, the Umpqua Transportation Electrification Team provided additional funding for the eBike purchases and educational material. UTET members also donated their time to help us develop the program and identify the best eBike options for the program.

Is there a map of bike lanes around Roseburg?

The bike lanes map hasn't been updated and doesn't include a lot of the new bike lanes. The City of Roseburg is working on creating a new bike map.

Does the eBike track my location?

Yes, the HADCO eBike has a GPS locator which always transmits the location of the eBike. The locator will be used if the eBike is ever lost or stolen or if the eBike breaks down during a ride. The location services are not tied to your personal information.

Can I use an eBike to work for a delivery service?

No, the Rental Agreement and Liability Waiver prohibits using the eBike "for hire or reward." 

Do you have any traditional (not powered) bicycles available to check out?

No, the HADCO eBike Lending Library is a pilot program specifically designed to give residents access to an electrified transportation option.
